A payslip Senegal is mandatory for every salary payment, whatever the working time and the amount paid: this is the rule in article 202 of the Labour Code enacted by law n° 2026-18 of 3 September 2026, published in Official Journal n° 7931 of 17 September 2026. It may be on paper or electronic, must be handed over at the time of payment and must break down each item with its cause and calculation. Here are the rules, the items to include, an annotated sample and the mistakes that prove costly in a dispute.
What the 2026 Labour Code requires of a payslip Senegal
| Article | Rule | Consequence for the employer |
|---|---|---|
| 202 | Every payment is supported by a paper or electronic payslip, drawn up and certified by the employer and handed over at the time of payment, unless the labour inspector grants an individual exemption | One payslip per payment, including for day workers and regular advances |
| 202 | A paper payslip is signed by the employee, or by two witnesses if the employee cannot read, and never by fingerprint | Review thumbprint practices on sites |
| 202 | Electronic form is allowed if it guarantees availability, integrity, confidentiality and data protection | Secure employee space, logged access |
| 203 | Each item is broken down with its exact cause and the calculation behind it; an unallocated payment is presumed to be base salary | A “miscellaneous” bonus with no basis becomes base salary |
| 203 | The payslip shows the elements used to calculate holiday pay (art. 254) | Display the base and the paid leave days |
| 204 | A “full and final settlement” statement, or acceptance without reservation, is not a waiver | A signed payslip does not close a dispute |
| 205 | Without a signed payslip, receipt, cashed cheque or certificate from the bank or electronic money institution, non-payment is irrebuttably presumed | Keep proof of every transfer or mobile payment |
An order of the Labour minister is to set the mandatory items and electronic arrangements (art. 203). Until it is published, the items required by the collective agreement and tax rules serve as the reference.
Mandatory items on a payslip Senegal
The national inter-professional collective agreement (CCNI) of 30 December 2019 (art. 48) requires:
- the employee’s first name, surname and occupational category;
- the hourly or monthly pay rate;
- normal hours and overtime hours;
- the company’s name;
- the detail of all deductions;
- any other item required by law.
The General Tax Code adds that the employer gives each employee a document showing the amount of tax withheld (art. 184). In practice, a complete payslip Senegal also shows the pay period, payment date, registration numbers with IPRES (pension fund), CSS (social security fund) and IPM (health insurance institution), seniority, the base and rate of each contribution, net pay, payment method and leave entitlement. In a dispute, the employee may ask for the items to be justified, assisted by a staff representative (CCNI, art. 48).
Groups headquartered outside Senegal often reuse a global payslip template. Check that it shows each Senegalese deduction separately (IPRES, IPM, income tax, TRIMF) with its base and rate, rather than a single “social charges” line, and that the holiday pay elements appear. Templates designed for other countries tend to merge these lines, which makes each amount harder to justify under article 203.
Annotated payslip Senegal sample
Illustration: non-executive employee, single without children (1 tax share), base salary of 280,000 FCFA and a seniority bonus of 20,000 FCFA (illustrative amount), IPM assumed at 3% on each side and a 1% work accident rate.
| Item | Base | Rate | Employee deduction | Employer charge |
|---|---|---|---|---|
| Base salary | 173.33 h | 280,000 (earning) | ||
| Seniority bonus | 20,000 (earning) | |||
| Gross salary | 300,000 | |||
| IPRES general scheme | 300,000 | 5.6% / 8.4% | 16,800 | 25,200 |
| IPM (including AMO) | 250,000 (ceiling) | 3% / 3% | 7,500 | 7,500 |
| CSS family benefits | 63,000 (ceiling) | 7% | 4,410 | |
| CSS work accidents | 63,000 (ceiling) | 1% | 630 | |
| Income tax | 2,700,000 a year after allowance | Scale | 44,500 | |
| TRIMF | 3,600,000 a year | 12,000 a year | 1,000 | |
| CFCE | 300,000 | 3% | 9,000 | |
| Net pay | 230,200 | 46,740 |
The tax line reads as follows: 3,600,000 FCFA gross a year, less the 30% allowance capped at 900,000 FCFA, gives 2,700,000 FCFA of taxable income; the scale produces 534,000 FCFA a year, or 44,500 FCFA a month. The full method is in our guide to net salary calculation in Senegal, and the rate on each line in our guide to social security contributions in Senegal.
Employer charges do not always appear on the employee’s copy, but showing them helps read the true cost of the position. In this sample, the position costs 346,740 FCFA a month for 230,200 FCFA paid to the employee.
Electronic payslip Senegal: payment and record keeping
The electronic payslip is now expressly provided for, subject to three outcomes: availability, integrity and confidentiality. In practice:
- Delivery at the time of payment: the payslip goes out with the transfer or mobile payment, not three weeks later.
- Payment deadlines (art. 199): no later than eight days after the end of the month for monthly staff, four days after a fortnight, two days after a week.
- Direct payment (art. 201): failing payment in person, by bank transfer, postal order or electronic means in the employee’s name, never to an intermediary.
- Record keeping: documents recording payments and withholdings are kept until the end of the eleventh year following the year of withholding (art. 184 CGI).
- Personal data: a payslip contains pay, family situation and registration numbers; the tool must comply with law n° 2008-12 on data protection, overseen by the CDP (Senegal’s data protection authority).
Common payslip Senegal mistakes
- A catch-all line (“bonus”, “miscellaneous”) with no cause or calculation: it is presumed to be base salary (art. 203).
- No proof of payment: an overall transfer statement without per-employee detail replaces neither the signed payslip nor the payment certificate (art. 205).
- Thumbprint signatures for employees who cannot sign: the Code excludes them in favour of two witnesses.
- Holiday pay not detailed: base, period and days must appear.
- Ceilings ignored on IPRES, IPM or CSS, and tax shares not updated.
- Late payslips, or payslips sent through personal messaging without access control.
Special cases
- Final payslip: salary, extras, bonuses and allowances due on departure are paid as soon as service ends (art. 200). Our guide to severance pay in Senegal details the exit lines.
- End of a fixed-term contract: the end-of-contract allowance, equal to 7% of total gross pay under the contract (art. 167), appears on the last payslip when employment does not continue.
- Hourly or daily staff: paid at least every fifteen days, so one payslip per payment.
- Months with leave: holiday pay is one twelfth of the amounts received over the reference period (art. 254); our guide to leave management in Senegal sets out the method.
- Employees on the minimum wage: gross pay cannot fall below the legal minimum; see our article on the minimum wage in Senegal.
Producing compliant payslips without re-keying
A compliant payslip Senegal depends on accurate data: contract, category, variable items, absences and family situation. Socium’s payroll software for Senegal generates itemised electronic payslips, places them in the employee space at the time of payment and keeps the proof. Socium’s payroll simulators help check an order of magnitude before running payroll.
Frequently asked questions
Is an electronic payslip Senegal legal?
Yes. Article 202 of the 2026 Labour Code allows it if it guarantees availability, integrity, confidentiality and personal data protection.
Does a payslip Senegal have to be signed?
A paper payslip is signed at each payment. An electronic payslip is not signed, but the employer must be able to prove payment, for instance with a certificate from the bank or electronic money institution.
When must the payslip be handed over?
At the time of payment, which takes place no later than eight days after the end of the month for a monthly-paid employee.
Can an employee challenge a payslip already accepted?
Yes: acceptance without protest or reservation is not a waiver of sums due (art. 204).
Key takeaways
- A payslip Senegal accompanies every payment, on signed paper or in secure electronic form.
- Each item is broken down with its cause and calculation; an unexplained amount becomes base salary.
- Keep proof of every payment: without it, non-payment is presumed.
- An order is still to specify the mandatory items: watch for its publication.
