Recruitment software Senegal employers use now has to do more than sort CVs: since loi n° 2026-18 on the Labour Code was published in the Official Journal on 17 September 2026, employers must be able to prove they did not discriminate against any candidate, and every fixed-term contract (CDD) must be in writing and filed with the labour inspectorate before it starts. This guide explains what an ATS (applicant tracking system) must cover in Dakar and the regions, and provides a selection grid, the questions to ask in a demo and the pitfalls that lose you candidates or expose the company.

Why hiring in Senegal changes in 2026

Loi n° 2026-18 of 3 September 2026 replaces the 1997 Labour Code (loi n° 97-17). Its provisions also apply to contracts already in progress. Three sets of provisions directly affect recruitment.

ProvisionWhat the text saysConsequence for your ATS
Non-discrimination (articles 10 to 15)Direct or indirect discrimination prohibited, including against candidates; discrimination presumed where there is serious and consistent evidence; discriminatory acts may be annulledWritten criteria for each position, reasoned scores, decision history kept
PregnancyIt cannot be grounds for refusing to hire, except in cases provided for by the textNo field on family situation in the application form
Harassment (articles 17 to 21)Protection extended to interns, apprentices and job seekersRecorded interviews, several assessors, a reporting channel
Data and monitoring (articles 23 and 24)Collection and use of data must be justified and proportionateCollect only what is relevant to the job
Fixed-term contracts (articles 100 to 103)In writing and filed with the labour inspectorate before it starts; two years maximum, one renewal only, four years in total with the same employer, subject to exceptions; otherwise it is reclassified as a permanent contract (CDI)Deadline alerts, a cumulative duration counter, an up-to-date contract template

The first benefit of recruitment software Senegal companies adopt is therefore legal before it is practical: it keeps proof that every candidate was assessed on the same criteria, and it prevents a fixed-term contract from being renewed without a written contract or running beyond the permitted duration.

The realities of hiring in Dakar and the regions

Unbalanced volumes

A customer adviser or administrative assistant vacancy in Dakar can attract hundreds of applications within days, while a position for an experienced developer, management controller or maintenance technician stays open for weeks. The ATS must therefore sort quickly for high-volume roles and actively follow up for scarce profiles.

Mobile sourcing

Candidates discover vacancies on their phones: professional networks, local job sites, WhatsApp groups, word of mouth. A job ad that reads well on mobile, a short form and an instant acknowledgement make the difference. Referrals from your employees remain an effective channel, provided they are tracked.

Positions outside Dakar

Thiès, Saint-Louis, Kaolack, Ziguinchor, or industrial and mining sites: local managers take part in screening and in remote interviews. The tool must let them score a candidate from a phone, even with an average connection.

Varied CVs

Different formats, local and foreign qualifications, informal experience: automatic keyword sorting often rules out good profiles. A shared, human scoring grid remains the best filter.

What recruitment software Senegal teams need must cover

  • Hiring request and approval: the manager states the need and senior management approves the budget, in an approval workflow rather than by email.
  • Multichannel posting: careers page, job sites, social networks, a link that can be shared on WhatsApp.
  • Pipeline per position: clear stages, each candidate’s status, automatic reminders.
  • A scoring grid defined before the position opens, shared by all assessors.
  • Interviews: scheduling, structured reports, input from several assessors.
  • Talent pool: qualified candidates kept, with their consent and for a defined retention period.
  • Offer and contract: a permanent or fixed-term contract template that complies with the new Code, signature, then the file passed on for filing with the labour inspectorate.
  • Handover to the employee record: data reused for registration with the IPRES (the pension fund) and the CSS (the social security fund) and for payroll, without re-keying.

Questions to ask in a demo

  1. Show a candidate applying from a phone, from the job ad to the acknowledgement.
  2. How is a scoring grid defined before the position opens, and can it be changed afterwards without a trace?
  3. If a rejected candidate challenges the decision, what evidence can I produce?
  4. How does the tool track the cumulative duration of an employee’s fixed-term contracts and alert before expiry?
  5. Have your contract templates been updated since loi n° 2026-18?
  6. How is a retention period for applications set, and is deletion automatic?
  7. Can a manager in Ziguinchor score a candidate from their phone?
  8. What happens to the hired candidate: is their employee record created without re-keying?

Pitfalls to avoid

Criteria decided after the interviews

A grid set after the fact offers no protection. With the presumption of discrimination introduced by the new Code, the absence of written criteria becomes a risk.

Questions that have no place in a form

Marital status, plans for pregnancy, religion, ethnic background: do not ask. Collecting what is not relevant to the job runs counter to the principle of proportionality.

CVs kept indefinitely

Applications are personal data subject to loi n° 2008-12 and supervised by the Commission de protection des données personnelles (CDP, the data protection authority). Set a retention period and inform candidates. Our article on HR data protection in Senegal (in French) details the formalities.

Fixed-term contracts renewed out of habit

Two years maximum, one renewal, four years in total: without a counter, the move to a permanent contract happens through reclassification, not by decision.

Deploying recruitment software Senegal in four to six weeks

  1. Week 1: map the current process, approvers and posting channels.
  2. Week 2: create the stages, grids by job family, job ad and contract templates.
  3. Weeks 3 and 4: pilot on two or three real positions, train managers.
  4. Weeks 5 and 6: roll out across the board, connect to the employee record, track the first indicators.

Before you start, measure your average time between opening a position and signing the contract: that is the indicator that will show the gain.

Indicators to track

Four figures are enough to steer recruitment software Senegal teams rely on: time from opening to signature by job family, the share of hires by channel (job sites, networks, referrals, WhatsApp), the offer acceptance rate and the departure rate during the probation period. The last often reveals a selection or onboarding problem rather than a sourcing one. Track them by site: a lasting gap between Dakar and a region usually points to a lack of managers trained in interviewing.

Frequently asked questions

From how many hires is recruitment software Senegal worth it?

As soon as several people assess candidates or you hire several times a year. The traceability required by the new Code applies even to small volumes.

Can an ATS handle applications received via WhatsApp?

The simplest approach is to share a link to the application form on WhatsApp: the CV then enters the pipeline, with the candidate’s consent.

Does the new Labour Code apply to fixed-term contracts already signed?

The text provides that its provisions apply to contracts in progress, without in themselves justifying termination. Have your active fixed-term contracts checked by your adviser.

How do you connect recruitment to payroll?

With an HRIS in which hiring creates the employee record used by payroll. Our guide to HR software in Senegal sets out the full scope.
