The minimum wage DRC employers must apply since the January 2026 payroll is 21,500 Congolese francs (CDF) per day for an ordinary labourer (manĆuvre ordinaire), or 559,000 CDF per month on a 26-day basis. This rate, known locally as the SMIG (salaire minimum interprofessionnel garanti), comes from decree n° 25/22 of 30 May 2025, signed by the Prime Minister and the Minister of Employment and Labour. The same decree sets a grid of minimum rates by job category, the minimum family allowances and the housing equivalent. Below are the 2026 amounts, the calculation method, the net pay of a worker on the minimum, the employer cost and the pitfalls of salaries set in US dollars.
The minimum wage DRC amount in 2026
The SMIG is a daily rate. The May 2025 decree raised it in two steps: a first step to 14,500 CDF per day in 2025, then 21,500 CDF per day from the January 2026 payroll. The previous rate, 7,075 CDF per day, dated from decree n° 18/017 of 22 May 2018.
| Period | Daily SMIG (ordinary labourer) | Legal text |
|---|---|---|
| 2018 to 2024 | 7,075 CDF | Decree n° 18/017 of 22 May 2018 |
| 2025 (transitional step) | 14,500 CDF | Decree n° 25/22 of 30 May 2025, annex I |
| From the January 2026 payroll | 21,500 CDF | Decree n° 25/22 of 30 May 2025, annex II |
Some legal databases cite the decree as n° 25/21. Rely on the date, 30 May 2025, and check the reference in the Official Journal before quoting it in a contract or an internal policy.
From daily rate to monthly salary
The decree sets the conversion rule: the daily rate is multiplied by 6 for a week, by 26 for a month and by 312 for a year. For an ordinary labourer in 2026, this gives:
- per week: 21,500 Ă 6 = 129,000 CDF;
- per month: 21,500 Ă 26 = 559,000 CDF;
- per year: 21,500 Ă 312 = 6,708,000 CDF.
These are gross minimums. They exclude family allowances and housing, which follow their own rules.
The minimum rates by job category
The minimum wage in the DRC is not a single figure. Annex II of the decree, in force since January 2026, sets a daily minimum for each job category, from labourer to supervisory executive (cadre de collaboration). The amounts below are those of annex II as reproduced by the law firms that published the text; monthly amounts are calculated on 26 days.
| Category | Grade | Daily minimum (CDF) | Monthly minimum (CDF) |
|---|---|---|---|
| Ordinary labourer | â | 21,500 | 559,000 |
| Heavy labourer | â | 24,940 | 648,440 |
| Specialised worker | â | 28,595 | 743,470 |
| Semi-skilled | 1 / 2 / 3 | 33,110 / 38,270 / 44,290 | 860,860 / 995,020 / 1,151,540 |
| Skilled | 1 / 2 | 50,955 / 58,910 | 1,324,830 / 1,531,660 |
| Highly skilled | â | 68,155 | 1,772,030 |
| Supervisor (maĂźtrise) | 1 / 2 / 3 / 4 | 78,690 / 90,730 / 104,920 / 121,290 | 2,045,940 / 2,358,980 / 2,727,920 / 3,153,540 |
| Cadre de collaboration | 1 / 2 / 3 / 4 | 139,965 / 161,680 / 189,620 / 215,000 | 3,639,090 / 4,203,680 / 4,930,120 / 5,590,000 |
In practice, a supervisor paid 1,800,000 CDF a month clears the labourerâs minimum but not the minimum of his own category. Checks must therefore be made line by line, from the classification of each job, not against the labourerâs rate alone. A more favourable collective agreement or company pay scale takes priority; the decree states that no collective provision may reduce individual benefits already acquired.
Family allowances, housing and contributions: what the minimum wage DRC drives
Minimum family allowances
The same decree sets the minimum daily family allowance at 1/27 of the ordinary labourerâs daily SMIG per child, or about 796.30 CDF per child per day in 2026. Family allowances are paid on top of the salary; they cannot be used to reach the minimum. They are not remuneration within the meaning of the Labour Code, so they are excluded from the IPR (the payroll income tax withheld at source) and from CNSS contributions.
The housing equivalent
The decree also sets the housing equivalent (contre-valeur du logement) owed to an employee who is not housed by the employer. Like family allowances, it is derived from the ordinary labourerâs SMIG, so every increase in the minimum wage moves it automatically. Set it up as a formula linked to the SMIG, not as a fixed amount.
The floor for CNSS contributions
Decree n° 18/041 of 24 November 2018 provides that the base for contributions to the CNSS (Caisse nationale de sécurité sociale, the national social security fund) can never be lower than the SMIG. The January 2026 increase therefore also raised the minimum contribution base. Rates by country are compared in our guide to social security contributions in Africa.
What net pay does a worker on the minimum wage DRC receive?
Take, as an illustration, an ordinary labourer in Kinshasa, single with no dependants, paid exactly 559,000 CDF gross in 2026, with no bonus or overtime.
| Line | Calculation | Amount (CDF) |
|---|---|---|
| Gross salary | 21,500 Ă 26 | 559,000 |
| Employee CNSS (pensions) | 5% | â 27,950 |
| IPR base | 559,000 â 27,950 | 531,050 |
| IPR, 3% bracket | 162,000 Ă 3% | 4,860 |
| IPR, 15% bracket | (531,050 â 162,000) Ă 15% | 55,358 |
| Total IPR | below the 30% cap | â 60,218 |
| Net pay | 470,832 |
The IPR uses the 2026 monthly scale (3% up to 162,000 CDF, 15% up to 1,800,000 CDF), detailed in our article on IPR tax rates in the DRC. With two dependants, the 2% reduction per dependant brings the tax down to about 57,809 CDF and net pay up to about 473,241 CDF. Family allowances are then added to net pay.
Employer cost of an employee on the minimum wage DRC
For the same employee, on top of 559,000 CDF gross, the employer pays:
- employer CNSS: 13% (5% pensions, 6.5% family benefits, 1.5% occupational risks), or 72,670 CDF;
- INPP (national vocational training institute): 3.5% for a private company with 1 to 50 employees since January 2026, according to available sources (rate to be confirmed against the order), or 19,565 CDF;
- ONEM (national employment office): 0.2%, or 1,118 CDF.
The monthly cost thus reaches about 652,353 CDF, excluding family allowances, housing and any benefits. For a hiring budget, always reason on this full cost, not on gross pay alone.
Salaries in dollars: check the minimum at every payroll
Many contracts are set in US dollars, while the SMIG is expressed in Congolese francs and the Labour Code requires pay to be stipulated in legal tender in the DRC (article 89). At the Central Bank of Congo (BCC) indicative rate of 9 October 2026, 2,265.67 CDF to 1 USD, the 559,000 CDF minimum is worth about 247 USD a month, and the 21,500 CDF daily rate about 9.49 USD. The rate moves: a salary of 250 USD, above the minimum at that rate, falls below it as soon as the dollar trades under 2,236 CDF (559,000 Ă· 250). We found no text imposing a specific rate for this check: most employers use the BCC indicative rate.
- Set a written conversion rule (source of the rate, date used in the month) and apply it to every payroll line.
- Compare the converted gross pay with the category minimum each month, and pay a top-up where needed.
- Keep the rate used with each payslip: it is the first document a labour inspector will ask for.
Common mistakes with the minimum wage DRC
- Keeping the old rate in the system. 2026 payrolls calculated at 14,500 CDF per day create back pay and back contributions for every month concerned.
- Checking against the labourerâs minimum only. Higher categories have their own, much higher, minimums.
- Counting family allowances towards the minimum. They are added to the salary, not substituted for it.
- Forgetting the knock-on effects. Family allowances, housing and the CNSS floor all follow the SMIG.
- Prorating without a rule. For an incomplete month, apply the daily rate to the days actually due, with one method for everyone.
- Overlooking termination payments. A settlement calculated on a salary below the minimum can be challenged; the full cycle is covered in our guide to payroll management in the DRC.
Tracking the minimum without back-pay risk
The minimum wage tripled between 2018 and 2026, and its application is still debated. In January 2026, the Prime Minister ordered the decree to be applied pending a meeting of the National Labour Council; in February 2026, the Federation of Congolese Enterprises (FEC) called for the second step to be phased in, and wage claims arose in May 2026 at mining companies in Kolwezi and Lubumbashi. A new text could still change the amounts. Payroll software that links each job to its category, stores the grid as a dated parameter and flags any converted salary below the minimum saves you from back pay. Frequently asked questions
What is the minimum wage DRC in 2026?
21,500 CDF per day for an ordinary labourer since the January 2026 payroll, or 559,000 CDF per month on 26 days. Other categories have higher minimums.
Is the minimum wage DRC gross or net?
Gross. The 5% employee CNSS contribution and the IPR are then withheld; in our example, net pay is about 470,832 CDF.
Does the minimum wage apply to salaries paid in dollars?
Yes. The salary converted into Congolese francs at the payroll rate must reach the category minimum every month.
How is the monthly minimum calculated?
Multiply the daily rate by 26. For a week, multiply by 6; for a year, by 312.
