CNSS contributions Morocco employers pay in 2026 amount to 21.09% of gross salary for the employer and 6.74% for the employee, with one feature that changes everything: social benefits (short term and pension) are only calculated on the first 6,000 DH of monthly salary, while family allowances, AMO and the vocational training tax apply to the full amount. CNSS is the Caisse nationale de sécurité sociale, Morocco’s social security fund. This guide gives the rates by branch, the calculation method, two worked examples, the Damancom filing rules and the mistakes to avoid.
CNSS contributions Morocco rates in 2026
The rates below have applied since 1 January 2024 and did not change in 2026. They are published by CNSS and reproduced by CLEISS, the French social security liaison body.
| Branch | Employer | Employee | Base |
|---|---|---|---|
| Short-term benefits (sickness, maternity, death, job loss) | 1.05% | 0.52% | Capped at 6,000 DH a month |
| Long-term benefits (old-age, disability and survivors’ pensions) | 7.93% | 3.96% | Capped at 6,000 DH a month |
| Family allowances | 6.40% | — | Full salary, no ceiling |
| AMO (compulsory health insurance, including 1.85% solidarity) | 4.11% | 2.26% | Full salary, no ceiling |
| Vocational training tax (TFP) | 1.60% | — | Full salary, no ceiling |
| Total | 21.09% | 6.74% |
What CNSS contributions Morocco fund
The short-term branch covers daily sickness and maternity benefits, the death grant and the IPE (indemnité pour perte d’emploi, job-loss benefit), which accounts for 0.57% of the total (0.38% employer, 0.19% employee). The long-term branch funds retirement, disability and survivors’ pensions. Family allowances are paid entirely by the employer. AMO funds healthcare reimbursement. TFP is not a social benefit: it is a tax collected by CNSS on behalf of vocational training.
The 6,000 DH ceiling: what is capped and what is not
The 6,000 DH monthly ceiling, unchanged since 2002, only concerns the two social benefit branches. In practice, for any salary above 6,000 DH the employee CNSS share is fixed at 268.80 DH (6,000 × 4.48%) and the matching employer share at 538.80 DH (6,000 × 8.98%). The other lines keep rising with salary. That is why the effective rate of CNSS contributions Morocco employers pay falls as salary rises: 21.09% of gross at minimum wage, about 15.7% at 15,000 DH.
A pension reform bill was presented in 2026. Until a text is enacted, the ceiling and rates above remain the ones to apply.
Calculating CNSS contributions Morocco: two examples
As an illustration, take two employees of the same SME: an agent on 4,000 DH gross and a manager on 15,000 DH gross a month.
| Line | 4,000 DH gross | 15,000 DH gross |
|---|---|---|
| Employer short term (1.05%) | 42.00 DH | 63.00 DH (on 6,000) |
| Employer long term (7.93%) | 317.20 DH | 475.80 DH (on 6,000) |
| Family allowances (6.40%) | 256.00 DH | 960.00 DH |
| Employer AMO (4.11%) | 164.40 DH | 616.50 DH |
| TFP (1.60%) | 64.00 DH | 240.00 DH |
| Employer total | 843.60 DH (21.09%) | 2,355.30 DH (15.70%) |
| Employee CNSS (4.48%) | 179.20 DH | 268.80 DH (on 6,000) |
| Employee AMO (2.26%) | 90.40 DH | 339.00 DH |
| Employee total | 269.60 DH (6.74%) | 607.80 DH (4.05%) |
The manager’s employer cost therefore reaches 17,355.30 DH before work accident insurance and supplementary pension. Employee deductions then reduce the IR (income tax) base: the full path from gross to net is set out in our guide to net salary calculation in Morocco.
What comes on top of CNSS contributions Morocco
- Work accident insurance: compulsory under Law 18-12, taken out with a private insurer, not with CNSS. The premium depends on the contract and the risk of the job.
- CIMR (Caisse interprofessionnelle marocaine de retraite), if the company joins this optional supplementary pension scheme: in the CIMR Al Kamil product the employer share is 130% of the employee share, chosen between 3% and 12% of salary, with no ceiling.
- Any mutual or supplementary insurance provided by the company or the collective agreement.
Filing and paying: Damancom and the 10th deadline
Each month the employer declares salaries on the Damancom portal (salary declaration slip) and pays contributions no later than the 10th of the month following the pay period. Since July 2025 the portal can be accessed with a digital identity or a one-time code. A few practical rules:
- Each employee must be registered before appearing on the declaration; a missing number blocks the line.
- Declared days and salaries must match the payroll ledger, which CNSS inspectors may consult at any time (Article 374 of the Labour Code).
- Importing a file generated by payroll avoids re-keying, the first source of discrepancies.
Late payment, corrections and audits
Late filing or payment triggers surcharges calculated per month of delay; the scale has changed and sources do not all agree, so check the applicable rate with your CNSS branch before costing a catch-up. Failure to declare also exposes the employer to an ex officio assessment. The best safeguard remains a monthly reconciliation between the payroll wage bill, the Damancom declaration and the payment.
A monthly reconciliation checklist
- Headcount on the Damancom declaration equals headcount paid in the month, joiners and leavers included.
- Total declared salary equals the payroll gross, minus only the items that are genuinely outside the base.
- Capped lines never exceed 6,000 DH per employee; uncapped lines are calculated on the full salary.
- The amount paid to CNSS matches the declaration to the dirham, and the payment date is before the 10th.
- Any correction is documented, so the same discrepancy does not reappear the following month.
Group finance teams reviewing a Moroccan subsidiary can use the same five checks as a quick audit.
Common mistakes with CNSS contributions Morocco
- Capping AMO or family allowances like social benefits.
- Forgetting the ceiling on high salaries and over-contributing to the pension branch.
- Using an old AMO rate: the employer share has been 4.11% since 2024, solidarity contribution included.
- Leaving TFP out of the wage bill budget.
- Excluding bonuses from the base when they pay for work; bonuses must appear on the payslip in Morocco and in the base.
- Declaring leavers late, which distorts the employee’s rights and the contribution calculation.
Special cases
Companies with health cover predating AMO
Employers that already provided group health cover before 1 March 2006 may pay only the 1.85% solidarity contribution, provided they renew the certificate issued by CNSS every year.
Minimum wage salaries
At minimum wage, every contribution applies to the full salary, since it is below the ceiling. The figures are in our article on the minimum wage in Morocco.
Termination payments
Statutory severance and damages do not follow salary rules, unlike pay in lieu of notice. Our guide to severance pay in Morocco explains their social and tax treatment.
Groups operating in several countries
If you also run subsidiaries in Senegal, Ivory Coast or Cameroon, each fund has its own rates and ceilings: our comparison of social contributions in Africa puts them side by side.
Automating calculation and filing
For a payroll of a few dozen staff, calculating CNSS contributions Morocco requires is not hard; what proves costly is any gap between payroll, declaration and payment. Payroll software for Morocco applies the ceiling and branch rates, computes employer cost, generates the Damancom file and keeps the history for audits. To estimate the gain from an HR tool, Socium’s free simulators give an order of magnitude in minutes.
