HRIS in Senegal: the complete guide to choosing in 2026
An HRIS in Senegal is not chosen the way one would in France. The social bodies are different, so are the reporting obligations, and most international solutions correctly cover neither IPRES nor the Social Security Fund (Caisse de SΓ©curitΓ© Sociale, CSS). This guide answers the questions Senegalese HR and business leaders actually ask.
What is an HRIS?
An HRIS (Human Resources Information System) is software that centralises all HR data and processes β payroll, employee records, leave, recruitment, time tracking, documents and reviews β in a single tool.
Its purpose is not to replace the HR team but to eliminate re-entry. Information entered once β a hire, a raise, a sick leave β flows automatically to payroll, filings and reporting, instead of being retyped into three separate files.
It is also called "HRIS software" or, when the scope is narrower, simply "HR software".
What is the difference between an HRIS and payroll software?
Payroll software only calculates payslips and social filings. An HRIS covers payroll and adds leave, records, recruitment, time and performance in one connected system.
Standalone payroll software often ends up recreating the very problem it was meant to solve: leave stays on a spreadsheet, records in a binder, and someone reconciles it all every month.
What must an HRIS cover in Senegal?
Seven requirements are specific to the Senegalese context. A tool that misses one produces non-compliant payslips.
β The two IPRES schemes. The general retirement scheme and the supplementary executives' scheme have distinct parameters. A tool that treats all employees the same way produces an error on every executive.
β Sector-based CSS rates. The work-accident branch varies by activity: the configuration must match your sector.
β Affiliation to a Health Insurance Institution (IPM). Mandatory, and the most frequently forgotten.
β Digital filings. Structured data in the right format, not a hand-reworked export.
β The IRPP scale (income tax). Revised by finance laws: the tool must update without your intervention.
β The Senegalese Labour Code. Probation, fixed-term contracts, leave, notice and severance.
β Your industry collective agreement. It prevails when more favourable.
The question that separates vendors: don't ask "do you handle Senegal?" Ask, live in the meeting: show me a complete Senegalese payslip, with the IPRES general and executive schemes broken out, the CSS contribution at my sector's rate, and the IRPP. A vendor who cannot produce it live has not really implemented it.
How each body works is detailed in our guide to social contributions in Senegal (/en/ressources/articles/cotisations-sociales-senegal).
Which modules to choose, and in what order?
Modules are activated gradually. The most common mistake is deploying everything at once. The order that works: (1) payroll and filings, the highest risk and most measurable gain, always start here; (2) leave and absences, the most visible to employees; (3) records and documents, the compliance base; (4) time and attendance, a priority in industry, construction and multi-site firms; (5) recruitment, once application volume becomes unmanageable; (6) performance, once the administrative base is stable.
The first two steps deliver a visible result within weeks, which builds the buy-in needed to continue, and form the clean data base without which the rest is useless.
How much does an HRIS cost in Senegal?
An HRIS is almost always billed per employee per month, with a rate that decreases with headcount, plus implementation, data migration and training fees.
Think in total cost rather than sticker price, and always compare in FCFA: a subscription in a foreign currency makes your real cost fluctuate with the exchange rate.
How to choose your HRIS?
β Senegalese compliance delivered, not to be configured
β Who updates the legal parameters, and how quickly
β Mobile employee self-service
β Migration of your accruals, earned leave and seniority
β Implementation timelines committed in writing, with one month of parallel payroll
β Total cost in FCFA
Key takeaways
β An HRIS centralises payroll, leave, records and recruitment β standalone payroll software does not
β In Senegal: two IPRES schemes, CSS sector modulation, IPM, digital filings, IRPP
β The decisive test: produce a complete Senegalese payslip live
β Deploy payroll first, with one month in parallel
