Employee registration Morocco works through the CNSS (Caisse nationale de sécurité sociale, the national social security fund): the company must affiliate no later than one month after hiring its first employee or apprentice, then register each employee and declare them on the salary return (BDS, bordereau de déclaration des salaires), filed and paid on the Damancom portal before the 10th of the following month. Morocco has no single new-hire form like France’s DPAE: hiring triggers a series of duties, including issuing a work card (Article 23 of the Labour Code) and informing the employee in writing of their CNSS number and the workplace accident insurer (Article 24). Below are the steps, deadlines, documents and a sample timeline. Updated 4 November 2026.

In brief

  • Company affiliation: no later than one month after the first hire, free of charge, at a CNSS branch (dahir no. 1-72-184, Article 15).
  • Employee registration: form, ID, photo and bank details; through Damancom or at a branch.
  • Monthly return: BDS and payment of contributions before the 10th of the following month.
  • Contract: written form advised, in two copies signed with certified signatures (Article 15 of the Code).
  • On day one: work card, written information under Article 24, workplace accident insurance in force.
  • Registers: payroll ledger kept for two years (Articles 371 to 373), leave register (Article 246).

Employee registration Morocco, step 1: CNSS affiliation

Every private-sector employer with staff in Morocco must enrol them in the social security scheme. Affiliation gives the company a CNSS number, which appears on every payslip. According to the official procedure sheet of the Rabat Regional Investment Centre, it must take place no later than one month after the first employee or apprentice is hired, and it is free. The file includes:

  • the affiliation application form and the business premises declaration form;
  • ID of the legal representative;
  • the trade register certificate;
  • the business tax (taxe professionnelle) registration certificate;
  • the list of current staff and the employee registration requests.

The current list is on the “Affiliation” sheet of the eRegulations Rabat portal. Once affiliated, the company signs up to Damancom, the CNSS online filing portal. Since July 2025, access uses a digital identity or a one-time code. The step-by-step process is on our Damancom page.

Employee registration Morocco, step 2: employee number and BDS

Each new employee receives a personal registration number, kept for their whole career. Anyone who has worked in the private sector before already has one: the employer simply declares them as a new entrant. Otherwise the employer files a request with the registration form, a passport photo, the employee’s ID and bank details. The official sheet states a one-to-two-day process, free of charge.

Employee registration Morocco is then completed by the BDS for the month of entry: the employee appears among the entrants with their salary and days worked. The BDS is filed and contributions paid on Damancom before the 10th of the following month. The 2026 rates (CNSS, AMO health insurance, family allowances, vocational training tax) are on our page on CNSS contributions in Morocco, and health cover on our AMO health insurance page.

How long do you have to register an employee?

The texts consulted set no separate deadline for registering an employee, as distinct from affiliation. Advisory firms recommend doing it before the first day of work. The practical rule: an employee must appear on the BDS for their month of hire. An undeclared employee has no right to benefits, and the employer still owes the contributions plus late-payment surcharges.

Step 3: the employment contract and probation

The Labour Code does not require a permanent contract to be in writing: it can be proven by any means (Article 18). But writing is the only way to set out the job, pay, probation and special clauses clearly. If written, it is drawn up in two copies signed by both parties, with signatures certified by the competent authority; the employee keeps one copy (Article 15). It is exempt from registration duties (Article 18).

  • Permanent or fixed-term: a fixed-term contract is only allowed in the cases of Article 16 (replacement, temporary increase in activity, seasonal work) or Article 17 (opening a business or site, launching a product, one year renewable once). See our page on fixed-term contracts in Morocco.
  • Probation on a permanent contract: three months for managers, six weeks for employees, fifteen days for workers, renewable once (Article 14). Details on our page on the probation period in Morocco.
  • Foreign employee: the contract must follow the official model and receive the visa of the labour authority, which sets its start date (Articles 516 and 517).

Step 4: what the employer hands over on day one

Three Labour Code duties apply from the employee’s first day:

  • The work card (Article 23), with the details set by decree no. 2-04-422 of 29 December 2004. It is renewed whenever the job grade or salary changes.
  • Written information (Article 24): collective agreement, internal rules, working hours, weekly rest, health and safety rules, date, time and place of pay, CNSS registration number and workplace accident insurer.
  • Workplace accident insurance: mandatory for every employer under the CNSS scheme, it must cover the employee from day one. See our page on workplace accidents in Morocco.

Penalties: a fine of 300 to 500 DH per employee for a missing or incomplete work card, up to 20,000 DH; 2,000 to 5,000 DH for failing to provide the Article 24 written information, doubled for repeat offences (Article 25).

The employer’s registers

Hiring also feeds the mandatory registers. The payroll ledger, kept in each establishment on the official model, can be replaced by a computer system the labour inspectorate deems equivalent; it is kept for at least two years and made available to labour and CNSS inspectors (Articles 371 to 374). The leave register records the leave schedule (Article 246). Each month the employee receives a payslip (Article 370).

Example: a first employee hired on 1 December 2026

Take, as an illustration, a new consulting firm in Casablanca hiring its first employee, an administrative assistant on a permanent contract at 6,000 DH gross a month, from 1 December 2026.

  • Before 1 December: contract signed and certified, workplace accident insurance taken out, six-week probation set in the contract.
  • On 1 December: work card and Article 24 written information handed over; registration request if she has no CNSS number yet.
  • By 1 January 2027 at the latest: company affiliation with the CNSS, one month after the first hire.
  • Before 10 January 2027: December BDS on Damancom and payment of contributions.

On this 6,000 DH salary, right at the CNSS ceiling, 2026 contributions come to 1,265.40 DH for the employer (21.09%) and 404.40 DH withheld from pay (6.74%), before income tax. The full net calculation is on our page on net salary calculation in Morocco.

Employee registration Morocco: costly mistakes

  • Waiting until probation ends to declare: an employee on probation is an employee and must appear on the BDS from their first month.
  • Declaring less than actual pay: CNSS audits compare the BDS with the payroll ledger.
  • Forgetting workplace accident insurance: without a policy, the employer compensates the victim directly and faces a fine of 50,000 to 100,000 DH, according to ACAPS, the insurance regulator.
  • Uncertified contract or fixed-term contract outside the legal cases: a fixed-term contract concluded outside Articles 16 and 17 may be reclassified as permanent.
  • Paying below the minimum wage: 17.92 DH an hour in 2026, or 3,422.72 DH on 191 hours (minimum wage Morocco 2026).

To keep every employee registration Morocco requires on track, payroll software built for Morocco generates the BDS, tracks entrants and leavers and keeps a digital payroll ledger. That is the job of Socium’s HR and payroll software for Morocco.
